Is Ebay Bucks Calculating Correctly?

Now I am no good in Math and never have been...but I just completed a purchase for $215.73. Ebay awarded me $0.08 cents in eBay Bucks. Shouldn't it have been at least $2.00? Or have things changed that I am not aware of? 

I am grateful for what I do get...I know this is an extra program...but wondering if the calculations are correct?

Anyone have an answer?

Should be 1% but there are some restrictions on categories but not  many

Excluding shipping... like "$8 purchase + $200 shipping", why not reasonable.

 Thanks for your reply and posting the link. I checked it out and what I Purchased was not included in any of the categories not included. Hmmmm....
