Invoices not being sent

Here is another area where ebay continually suffers. On best offers or offers I send, I frequently have buyers that don't complete the transaction at the time of purchase or acceptance of the offer. So I go to send an invoice for those items awaiting payment and elect to have a copy of the invoice sent to me.  The invoice never goes out. I've reached out to a couple of buyers and asked them if they have received invoiced for me - none have. This is a repeated problem on ebay. I'm sick and tired of basic stuff just not working. Is it really that hard? Seriously - what happened to operations at ebay? Is anyone oncall? Does anyone investigate production issues? Or are all of you a bunch of flunk out programmers from other companies that have no idea of what you are doing?

Do you get an error message when you try to send the invoices?

Or do the buyers say they do not get them?
