HAS TO BE eBay! I started having this problem a week or 2 ago. As a test I restored my system to over a month ago and no changes. Also, saw a question, How do you like our new page? layout?
This only happens when Logged in, also if you go to https://www.ebay.com/feed (or any other /??) it keeps working.
We shouldn't have to change/use different browser to access a company as big as eBay!

Yes it's 100% eBay!
I've been escalating this issue with eBay for two weeks. Alan, the Community Boards Manager, has responded to my posts and I've forwarded him requested details and source code (to assist the Tech Support Team).

And yet eBay's community board's manager claims after three days that he is still waiting for "technical support" to get back to him. I guess they are in different countries - surely if they were in the same city he wouldn't be waiting to be "pinged".

Been having same issue on & off for a couple of weeks, today, now it is every time, allow to recover and then ok. This is on 2 computers running IE11 & Windows 8.1. This is when opening to the main page. Did find a different link from google search, got by home page OK then had issue at log-in page. Searching thru' Google, this issue seems to re-occur fairly frequently.

You might consider running IE in Administrator mode, for eBay only. This not a good idea for other sites. eBay has a no-script policy, other sites do not.
Right click on the IE icon, click 'Run as Administrator'.

Same issue for me as well. Whenever I log in the dialog box pops up and I can't do a thing. When not logged in everything is fine. Hard to buy and sell when I can't get into My ebay.
Interesting how I was able to get into this "community" page by going through a search of the problem on Yahoo and while still being logged into to My ebay!
Something isn't right.

I think they're on a different planet, but we'll give them the benefit of the doubt that their working on it.
Heading into week 3 and I'm really surprised this isn't resolved yet. Maybe you can ping again, take names, and provide a status (i.e. when they expect this may be resolved)?
I'm a former Tech Manager, but not an IT Professional. While I know placing IE into Administrator Mode can sometimes resolve certain issues, it can also cause problems with some websites. If the Member forgets to toggle this, then they can run into other problems and I'm not sure about possible security risks. I would not advise this as a work-around.
A simple work-around is to just sign-in on another eBay page. I use a Community Boards page (I just Googled "Can't login to eBay") 🙂 You may still get a hang-up, but if you do, just close the page go back to it and follow the sign-in process. Works for me every day (I'm on Windows 7 and IE 11 right now). The issue appears to only be at the eBay Homepage. I've check daily, and with the exception of one morning ~ one week ago, the problem has been ongoing since 3/5.
Sadly, there are many Members/Customers (and potential new Members/Customers) that don't post or read here at Community Boards. Unless they are computer literate or have someone who is (to show them a work-around) they have no access to eBay. There are most likely many thousands who aren't using eBay due to this problem.

I can't log into ebay either since approx. 9pm 21/03/2019 with a Windows 7 laptop, but can with my Android smartphone. I just read support for Windows 7 is being stopped in Jan 2020, so maybe this has something to do with the problems. All other websites seem to be unaffected including You tube. I lost out on an auction I was in the middle of bidding for due to these problems so this needs to be fixed asap. Not good enough in 2019 for these continual technical problems from such large companies

Same thing for me. Ebay crashes with the "stopped working" error. Windows 7 with IE 11. All other sites work great.
So far, Amazon has received two orders from our company that normally I would have gone to Ebay for.

I think all the Tech Support from eBay left for Amazon too.
This issue is now heading into the 4th week .....

I can't get on to Ebay either. I had to use my I Pad to order a item. I have windows 7 too.
