International Shipping information not saving

When I darken the international shipping button it says select a service.  When I do and put in the flat rate for shipping and click done, it does not save it and shipping is limited to the United States.  I'm selling items from Great Britain so I need  to list internationally.   What gives?

You are currently on ebay.com, where shipping services are all US-based.

You should see UK options on ebay.co.uk, unless I am misunderstanding what you are trying to do (entirely possible).
