So an item that I had ordered had not shown up after 20+ days... it was scheduled to arrive May 21st, and it was May 26th.
I had messaged the seller the prior day, and was feeling flustered. I started an "I didn't receive the item..." Support ticket. While sending out the ticket, I wondered if I should just wait to hear back from the seller. I closed the ticket and instead messaged the seller again.
However, I no longer have the option to open the "I did not receive the item" option.
As I have not heard anything from the seller, and have not seen the item whatsoever how do I go about handling this situation?

Unfortunately, eBay gives a buyer just one bite of the "didn't receive it" apple.
Now your only option is to do a chargeback on your credit card.
Hopefully, this won't happen again; however, all buyers need to read the eBay Money Back Guarantee for buyers. If you had read that, you would have seen that you had 30 days after the last estimated delivery date to open an item not received case with eBay. Unfortunately, it appears that you did open a case but subsequently closed it. Once you open a case, your buyer has 3 days to respond. Once you open an INR case, you do not close it until you have been made whole.

The "I didn't receive it" option should appear after the last estimated delivery date has passed, and should remain available for thirty days.

If you started an INR, then canceled it, there's nothing else you can do through Ebay.
Contact your payment source and see if they can help.

Wasn't Late. Also, apparently you can only get money back after the seller has had 30 days to get it to you through the post...

I'll try that, but it's kind of unbelievable that eBay is just a wall, and not a place for people to work together.

You are misunderstanding eBay rules. You have 30 days after delivery date to open an INR case. BUT you can open the case once your item is at least one day late per the last estimated delivery date.

The problem is you canceled the INR and once you do that, there's nothing else for Ebay to do.
