Currently the only 2 methods I can get to work:

1. Using this link if the item has stock. It won't work for OOS.
2. Ending using the app.

I had the same problem.  I tried logging out of eBay, clearing cache on my computer, and then logged back into my eBay account.  I then went through the normal process to end the listings I needed to end and it worked.  You might try that.
