Help me please. Emails from tech support. Blocking the second account. Recover my ebay account

Hello dear ebay users.

I really need your help. Please take my situation seriously.
I used to live in Ukraine and there I created an account on eBay.com. I made a few purchases there, but planned to sell as well. I planned to sell my handmade items, paintings and other things there. I know that i need to carefully create and maintain an eBay account and follow all the rules. Everything was fine, I put several different products on eBay, but the war broke out in Ukraine and I was forced to go to another country. I now live in France and wanted to continue my activities on eBay. But there is no direct payment system in Ukraine, so my account was attached to the Payoneer account, and, accordingly, the address of my account was also only Ukrainian. I wanted to change the location of the account to France and change the payment system, because I now have a paypal and a European bank account. I thought that if I Delete (!) my Payoneer account, then ebay will automatically ask me for new bank details and address. But nothing happened. My Payoneer account was deleted(!), but Payoneer payments account  were still connected in my eBay account. I wrote to technical support to help me change the address and payment system. I was told that sellers in Ukraine are currently unable to sell and that a new account needs to be created with a new address. I was told that each person has the right to have multiple accounts with the same name, but a different email must be used. I was very afraid to create a new account, because I heard that they could be blocked because of this. I created a new account, as tech support advised me, and I was instantly blocked. They also wrote me a sad letter that I was a dangerous eBay user and all my accounts would be blocked. But I am an ordinary person who moved to another country because of the war and just wanted to use eBay for sales and purchases, but with my real address. I wanted to do the best, indicate the real address of residence, which has changed due to the war, indicate my real bank details, I am a very law-abiding user. In my Ukrainian account, 30 pieces of needlework have already been put up for sale. I am not young and unfortunately not a healthy person, needlework and paintings are what I have been doing for many years. I'm also a plant collector and there are a lot of amazing seed sellers on eBay that I could buy. I was really looking forward to being an eBay user. Please help me unlock my eBay account. It is very important for me. I'm attaching screenshots of emails I received from eBay tech support. I really look forward to your messages and help in my situation. Thank you very much.

Once you have registered for managed payments, you can't change your address from one country to another. This is because most countries have requirements for reporting income, which have to be legally met, and eBay may need different information for some countries than others. You have to provide a bank account and business license information (if necessary) that are from the country where your registered address is located. In France, which is part of the EU, if you are making or purchasing items to sell, then you are operating as a business. You have to register as a business on eBay, because there are legal requirements (like the Distance Selling Regulation) that business sellers in the EU are required to comply with.

 

You would have needed to create a new business eBay account if you wanted to begin selling in France. That is the only way it can be legally done.

 

It is true that people are allowed to have as many accounts as they want, but unfortunately, when one account is suspended, eBay usually suspends all the accounts that are linked. It is possible that something about your new account in France was linked to an account that had been banned before; like the address, IP address, or personal identification.

 

Since you are in France, and this is an account issue, I believe that only eBay customer service on eBay France can help you with this.

Thanks for such a detailed explanation. Now much has become clear. And thanks for the much needed links.
Previously, I had only one account from the territory of Ukraine. Never had any blocked accounts.

Now that you are in France, your account may have gotten linked to somebody else's account, who may have used the same wifi connection, or the same address in France before you got there. If someone with a restricted account has stayed in the same place, then the restriction could have been linked to your account because of that.

 

The best way to find out if that's what happened, and what you can do about it, is by talking to eBay France customer representatives.
