Be sure the page is fully loaded and the little circle in the address bar quits spinning. Try waiting a minute and see if that helps. I have the same problem if I try to log in too fast.

Try using a different browser to rule out browser issues.

Try using a different link to rule out link issues, particularly if you are using an old bookmark.

Same experience here, off and on, for years. Happens at least once a week. It's just one of those bugs that eBay never bothers to fix. Not really a problem though, as the sign-in actually goes through -- in other words, the error message is, itself, an error. When the message pops up, ignore it, and proceed back to the place you were when eBay forced you to sign-in again, and you should be able to proceed "as if" your sign-in was successful. Because it was, even though eBay just told you it wasn't. 🤔  Alternatively, you can also just hit the back button a few times to get back to that happy place you were in before eBay started messing with you. You should be able to continue what you were in the middle of before eBay "security" stepped in to stop you from being productive. It's super-annoying but just stupid, not a big deal.
