I have run into that error when posting on the community boards -- typically that does not show up unless someone is posting a lot of messages very quickly. Like dozens of messages within a matter of minutes.

I ran into that error once when there was a major problem on eBay and the community boards were being bombarded with users reporting the problem and I was trying to follow up to each with with a quick workaround and a tag. I was basically pasting the same text and link over and over until I hit the limit, then I had to wait an hour to be able to post again.

I had not been posting multiple messages. That was the very first message I attempted to post. I reduced the length of the message from around 4 lines to 2 and then the message went through.

I do see multiple messages you have posted recently, but nowhere near enough to have triggered such an error. 

I post far more than you do, and I have only very rarely run into that flood message -- under extraordinary circumstances as I described -- so I do not know why you would be encountering that message now, other than there might be some other error going on.

I've got that message a couple times.

Usually wait a little bit and it'll go through.
