I am working on the shipping polices.. and would like to create a better "Exclude shipping locations". The issue? See first picture. When I go in there, there are no countries / locations listed. Search of youtube says the page should look like the second picture. Logged in and out a couple times. Tried four different browsers... nothing. At a loss. Any ideas?

Are you going into your Account > Business Policies > Shipping and editing or copying a policy from the list? Or creating a new one?

So I started to create new shipping policies in the hope of speeding up my listing time. Went into "Manage your business policies". and started to "Create Polices >Shipping" policies ... no copy brand new.
After creating 3 or 4 I went into the first new shipping policy just to make sure all was well. Then noticed that my "Exclude shipping locations" within that policy is wrong (based upon where my carrier ships). So I went to find my default Exclusion list which should be here: https://www.ebay.com/ship/prf/excludeRegions But when I go there, it is empty. (First picture). So I can't seem to edit my default Exclude shipping locations.
I want to go into "Manage your business policies"... create a new shipping policy ... and my excluded shipping locations be correct. Don't want to edit each and every shipping policy.for fear of making a mistake.

I have exactly the same problem as "box532". When I go to
https://www.ebay.com/ship/prf/excludeRegions
there is nothing there to select for exclusion:
The page is simply broken.

EDIT the next day...
The problem has fixed itself. Now "Exclude shipping locations" has the expected check-box content and works like it did before.

Mine has NOT fixed itself.. and I have also tried all browsers and signed in and out..
No choices to exclude.. and getting bombarded lately from columbia..
