I got a small order on 2nd of July and was asked to cancel right away. While the refund was processing for the first time buyer opened the case for the item not received which caused the refund to fail.
Since then (18 days) I'm getting fail refund attempts several times a day.
Since I'm unable to get any help through the support, I hope to get linked with someone from eBay that can really do something about the issue.

Do you have a valid alternative payment method linked to your account? If not, the buyer's case may be causing a hold on the payment funds preventing a refund from being processed.
Have you tried contacting eBay through the Help & Contact link on the Polish eBay site?
Or requesting a chat with an agent though ebay.com?

I have a valid payment method and the case is marked as resolved by eBay.
I tried all the options you pointed, but each attempt only increased the amount of refund attempts per day.
My only hope is to get linked with somebody from real eBay stuff and end this spam for me. And by real, I don't mean the outsourced support 😕
