Ebay not processing buyer payments

It's been a week now and I'm still unable to pay for anything!!  When I checkout I get the message "Your payment didn't go through. Please check the card info and billing address or select a different payment option."  The same card worked fine 3 days before I started getting this message.  I've deleted the card several times, added it back.  Same issue..  They clearly have different versions of code running on servers in their checkout process as I randomly get different screens when it fails.

 

I can see authorizations being done on my card online.  I called my bank and they verified they are receiving the payment request and approving it, BUT!!  Ebay is attempting to charge "0.0".  EBAY...   Cmon people.  Your most important job is taking peoples money...  Any developer with 5 minutes of knowledge of ebay's systems should be able to trace the transaction and figure out a fix...  Cmon guys...  seriously...  

 

I managed to get a call back from ebay (7 hours late on the 3rd day!) and they said this is a known issue and they added me to the open ticket they have.  That was 3 days ago now...  I'm going to HAVE to find another place to buy for my company if this isn't fixed ASAP.  I'm baffled daily at the plethora of bugs I see in ebay's system.  It's sorta like they have no management direction on what's important to fix...  Payments...  Should be top of the list...
