I have not noticed any server issues with eBay in Boston over the last several days.

What page are you on when you get an error? Sometimes a "server down" error message is just a generic message that means your particular link is not redirecting properly. The fact that you can reach community.ebay.com indicates that you are able to reach at least part of the site from where you are.
If you are using an old bookmark you may need to update it. Try entering eBay via the site map:
https://pages.ebay.com/sitemap.html
and from there follow a link to one of your My eBay pages using the links at the very top of the page.
If you are using Internet Explorer, try another browser. Several months ago IE users had difficulty loading the main ebay.com page. This was a problem since most sign-in links forward users to the main page after signing in -- hence the site map workaround to skip the main page and normal sign-in link.
For non-selling related activities, you might try signing in to eBay Australia -- ebay.com.au instead.
