When we send offers through 'Listings eligible to send offers' ...
IF the buyer counter offers and we accept, we can't send an invoice and ebay doesn't close the item.
The buyer can pay, but we see no record of the sale unless and until they do. And the item still shows as being for sale.

This appears to be an intended change by eBay.
Many sellers were complaining that some users -- possibly competing sellers -- were making counteroffers and then purposely not paying, resulting in listings ending and being off the market for four days until the item could be relisted once again.
Under the current system, a seller accepting a counteroffer does not end the listing until the buyer actually completes the payment. This encourages actual buyers to pay quickly, lest another buyer come along and complete the sale first. It also discourages competing sellers from making nonperforming offers or counteroffers, since the offer itself has no effect unless the competing seller is willing to actually pay to end the listing.

I don't think so. When we accept the counter offer the text reads as though we are countering. And again, we can't send an invoice and there is no record, no message, nothing, regarding the sale.
