Cannot send refunds through Ebay.

I have money in my Paypal account, but every time I try to send a refund I get an error from Ebay. It is really annoying because then I have to go outside of Ebay to send the refund which I don't like to do. Anyone else experiencing this?

When you go to your ORDERS in Seller Hub, and select to CANCEL the sale, are you selecting Buyer's Request or Problem with Buyer's Address?
