Cannot add items to my watchlist?

I have only 195 items in my watchlist, but I am getting "Watchlist full" ?   It will not allow me to add any additional items.  Ebay states one can add up to 400 items in the watchlist.  I can't get pass the 195 total of items.   Was there a change in the amount one can have in the watchlist?

Try signing out of your eBay account, restarting your browser and signing back in.

That often helps with Watch List issues.
