Same issue here. I am also receiving offers below my auto decline setting. I'm really getting sick of ebay and the constant site issues.

I am having the same issue. I canceled one product and re-entered the product completely. I have another offer now and it is doing the same thing. Is that no way to contact eBay support on issues like this. It looks like eBay has no customer service, or maybe I am not aware as to how to access support?

I have 4 or 5 offers that need to be countered worth $1000+ if they are accepted. Clearly this isn't high on their priority list. Unreal.

This is costing all of us so much business.
Would love to know how eBay is going to make up for this. Refund of the value of our listing fees for the day (hopefully this won't last DAYS) would be nice.

This is nonsense. Our accounts at my work that have over 25,000 feedback are fine, and can counter offers without problem. Completely unacceptable. This has caused so many people countless sales.
