I have been trying to pay for an item all day and the payment will not go through. My bank is telling me that they are not getting any payment charge notifications. PayPal doesn't see any action. I bought an item last night fine but today I am having problems. The seller keeps threatening to cancel the deal. PLEASE HELP.
If I try to pay by CC sometimes I get a notification that a payment is being processed only to have an error come back 5 minutes later saying it couldn't be processed. I call my bank and they nothing has come through.
When I choose PayPal it times out and PayPal shows no activity from eBay.

Not sure if it helps, but it might work if you use ebay gift card/code (can buy online with most retailers such as Staples, etc and get it within minutes).
There are many issues (technical glitches or intentional), which cause both sellers and buyers huge headache. Most CS reps are nice, but they don`t have any ability to solve any problems, just reporting the issues to the "appropriate departments"), so it is even more frustrating.

When you say PayPal times out, if you mean that you are having trouble signing in to PayPal through eBay Checkout, there are some things you might try in this thread:

The issues outlined there seems to be related to either PayPal 2-Factor Authentication, or PayPal One-Touch settings -- at least altering one of those two might serve as a workaround if you are having difficulty signing in using checkout.
If you are able to sign in to PayPal through eBay Checkout OK but the transaction is failing in some other way, it may be a different issue.

The gift card suggestion is a good thought -- although I believe that as it is currently implemented, you would still need a PayPal account with a valid funding source attached. Depending on what the nature of the current problem actually is, you might be prevented from using a gift card if eBay and PayPal are unable to communicate properly.
If the original poster already has a gift card (or any expiring eBay Bucks left), now would certainly be a good time to try that, though.

Where in the checkout process are you getting hung up, exactly?
Also, are you using a browser or app? Might be worth trying another browser or device if you have not already.
If you have an alternative credit card, try adding it to your PayPal account.
In some previous cases, checking out via ebay.ca worked when ebay.com did not. Just be sure to go through your Purchase History page there and not create a duplicate transaction accidentally.

Are you still having problems paying? I too am having problems paying - tried 2 credit cards & paypal & tried paying on app on phone, on 2 dif. computers, & using chrome, firefox & explorer. Only way I can pay is by using ebay bucks.

I was unable to pay for the item. I spent an hour on the phone with eBay support. They told me the problem with the sellers invoice and eBay stated that they would need to create a PayPal invoice instead. I sent that info to the seller along with the incident number. The seller sent another eBay invoice instead of a PayPal invoice. At this point I've spent 14 hours trying to get it resolved only to have the seller cancel the deal on me. Easily the worst eBay experience I've ever had.
I just bought the item from another seller and the transaction went smoothly.
