I'm running into this issue now. It's not a browser related problem. I've tried Firefox and Edge with the same results:
The form either doesn't allow me to select flat shipping at all, or if I select "I do not know the package details" it will allow me to enter a flat rate, BUT it doesn't save and gives me this error message which is plainly incorrect (circled in red)
It also won't save ANY other option but the Shipping Recommendation. 😕
This is a bug

It looks like you are using the Quick Lister. I was unable to duplicate the issue using my version of Quick Lister, so please try to add more specific detail, like the order of events.

Thanks. I'm using the "sell similar item" link in a comparable listing. It takes me to the "Quick Lister"
I move from top to bottom along the form. Fill in description, Item Details, upload pictures. I next deselect Auction, and Select Buy it Now. Name my price, fill out the offer area. All of this works fine. No problems. Then I get to the shipping section and that's where the form seems to go sideways on me.
1) It doesn't matter what I select as a shipping method i.e. priority USPS, when I save, it doesn't save what I selected and will revert to the First Class shipping which is the Recommended shipping method on the form. Doesn't matter if I preview first. Even the preview doesn't show the correct shipping method. So, obviously, the save feature is not honoring the options I've entered into the shipping section. This is an intermittent problem, but was a problem all day today when I listed about 5 items.
2) It will not allow me to enter in a flat shipping rate at all without first selecting: "I don't know the package details" ok fine, but...
After checking the option "I don't know the package details", I enter my flat shipping rate which is about 7 dollars (I've tried varying amounts with the same outcome), I hit save at the bottom of the form. It doesn't save, and instead gives me a false warning: "The package weight is not valid or is missing. Provide a valid number for the weight."
I call this a false warning because I also had checked the: "I don't know the package details" which is what actually made the flat shipping option available. So why is it complaining about the weight being missing when I also have "I don't know the package details" checked?

Thank you for the more detailed information. The "previous thread" was actually about a different listing tool with its own growing pains (the new Unified Lister, rather than the Quick Lister) , so I asked the moderators to split your post to a new topic so we would not be confused by old and irrelevant data.
Apparently the Quick Lister has been experiencing shipping difficulties for the past month. Some sellers have moved to the new Unified Lister (link at the top of the Quick Lister) and this has solved their problem.
However, I will take a closer look at the Quick Lister to see if I can duplicate some aspect of the issue, based on the data you have provided. Since I am unable to start a listing from scratch using the Quick Lister (as I am already opted into the new tool), it would be helpful if you can tell me whether you see that problem when starting from scratch. There may be hidden issues with listings that start as sell-similar.
For instance, I had a bunch of recent listings display "local pickup", which could not be removed from the listings, no matter what efforts were tried. It turns out that there was a temporary eBay glitch six months prior that cast that bug in stone in those listings, and selling-similar simply propagated the bug. So, let's see if that aspect can be eliminated.
Oh, and if you can provide a link to a listing from which sell-similar was selected, I'll see if I can start from there as well.

OK gotcha. I'll try one from scratch and see what happens, then update here with the results.
One of the listings I created earlier today from "sell similar" that had the shipping field problems in the Quick Lister:

Do you have the listing from which it was created? It appears that you got calculated shipping working on 155391845492.

Ok I listed an item from scratch 155392152160. I didn't use the "sell similar" option. I ran into the exact same problems with the shipping form.
I filled out the item description, chose buy it now, and got down to the shipping form. Shipping was already defaulted to this.
1)
2) I clicked on "change" in the upper right corner and got this next screen:
3) I then clicked on Buyer pays flat shipping and the screen grays out for about 3 seconds but does nothing else:
4) The page reverts to before, with no ability for me to enter a flat rate. I then select "I don't know the package details" and this opens up the option to use flat shipping:
5) I enter flat shipping of 7.50. I then select List Item at the bottom.
6) Instead of listing the item, it kicks me to the top of the form with a "blocker" message. "Looks like something is missing" Weight of packaged item.
7) Defeated, I enter 1lb for the weight. I also change the shipping to First Class (as a test to see if it will save the selection when I list it). I then List Item.
😎 First Class does not save. The item lists with Priority shipping even though I had First Class selected.
9) Shipping details for the listing show "Priority" instead of what I selected "First Class"

You can't have First Class and a weight of 1 pound, needs to be 15.99oz max
