I have been trying to buy a "Buy it Now" item since last night and ebay is not able to process payment. I've tried paying by PayPal, credit card, and PayPal credit on 3 devices and 3 different browsers. I keep getting an error message that changes depending which payment method I try to use:
1. "We can't process your payment. Please select a different payment method or check your payment details including your billing address."
2. "Sorry, this payment option isn't available. Here are your options:
3. Sorry, we can't process your payment. Here are your options:
The ebay rep told me last night that they are working on a technical issue, but I can't find any other discussions here or on the web about this. Is this a site-wide issue that everyone is having problems with? Is there anything I can do to get around it and purchase the item? Thanks!

There is at least one major current eBay/PayPal problem that I am aware of, but it seems to be preventing sellers from listing items at all, or at least listing items using Immediate Payment Required in some cases.
I am not aware of any major issues preventing buyers from paying sellers. But there are a host of smaller individual issues that may come into play.
Is your seller new to selling, or registered in a foreign country? If there is a problem at the seller's end, that could certainly prevent you from paying. But if the seller has recent feedback as a seller from US buyers, that would seem to indicate things are set up correctly. Though there could still be a problem with one particular listing.

This happens to me almost every time. Especially with more than one item in the cart. Eventually it lets me pay using 1 out of 3 methods or by paying for items seperately.
It's no wonder my sales are down 70% since January! Really frustrating!

I understand that can happen if different items have different payment requirements, or if some items qualify for guaranteed delivery and others do not.
Yes, it can be quite confusing for buyers and sellers alike.

I have the same issue except whenever I try to pay with my card they tell me that they “limit the amount of items a user can buy at a time” but I was only buying ONE item!

I'm also trying to just buy one item. It is a seller located in Algeria, so I wonder if that has something to do with it. But I called ebay and they said it is a seller in good standing. Strangely, they see 17 positive reviews for the seller, but it shows me 0 feedback. They advised me to contact the seller and request an ebay invoice so I can pay that way. We'll see what happens. But sounds like they just have a bug that affects certain listings.

I don’t think the seller location has to do with it because the item I was trying to buy from is in the United States. This seller was has really good ratings too and I wasn’t trying to use PayPal so I’m not sure what the issue is...

it's happened to me since the evening of 16th Jan, tried several times today on my phone/laptop/ipad. Called up ebay but they see nothing unusual and told me it could be an issue with Paypal? Not helpful at all. I don't make large purchases on eBay and the last time I purchased something was on 8th Feb so not that long ago. I've never had a problem until now, really frustrating. Will call Paypal tomorrow and see what they say but it's doubtful it's a problem on their end.

my issue is I put in my paypal password into window (that pops up 1/3 size of normal window, in center of page) and the connecting wheel just goes round and round and round on the blank background...
I called both ebay and paypal and they say they cannot see anything wrong.
I am using Firefox latest (as of 2/18/20) version wondering if that has anything to do with it. I can't find a way to rollback Firefox one version. I disabled privacy badger and Ublock (though never had to before) and same result.
What gives?
I went to my friend's computer and logged in and paid no problem.
She is on the same router. She's using windows 10. I tried internet explorer on my windows 8.1 pc and no go. Just hangs...and hangs...and hangs.
It also happened to me on the 16th of Feb 2020.

If you are running into problems when checking out -- specifically, getting a spinning ring icon immediately after signing in to PayPal -- see this thread for some possible things to try:
Many users experiencing that problem have better results when switching to another browser, or temporarily disabling ad blocking and cross-site tracker blocking on eBay and PayPal, or else using a mobile browser or the eBay app to checkout.
