I have an individual that wants me to contact them outside of eBay. I refuse to do this. I just canceled in order with this very same issue it says if I cancel it. I’m not able to relist my item. That’s not fair. I’m not the problem. What can I do?

If a buyer placed an order, and then asked you to communicate with them away from the eBay site, there was no need for you to cancel the order.
All you had to do was to tell the buyer that all communications must remain on eBay, and then wait for the buyer to make the next move.
If the buyer then were to request to cancel the order, that would be okay, since the BUYER made the request.
Better read the eBay selling rules.
If the buyer refused to pay for their purchase, you could then open a case against the buyer for nonpayment, and eBay would have permitted you to cancel the sale after a few days.
But canceling the sale on your own is a no-no, for which you may get a ding against your account.

If the buyer doesn't pay, on day 5, cancel the order for nonpayment, then you'll be able to relist the item.
