Buyers Choosing Priority When Only Offering First Class

Anyone else having a problem with buyers choosing Priority, and not being charged to buyer. I offer free shipping on most of my listings, only First Class, but buyers are choosing Priority. I am shipping First Class anyways, some sells are not sold for ten what Priority costs.

THe buyer is choosing nothing. eBay is displaying that.

I get the same thing. A coding issue.
