Also having this issue. Cannot edit ad rates in bulk editor. Advertising dashboard still works, but that's only useful if you want to edit them all at once. Trying to advertise things based on price range, while typically already difficult, is now impossible. I also cannot remove promotions, so some are stuck at a much higher rate than I'd like to pay fees for. Was not a problem until earlier this week.
