Have you tried it here?

No, up to now. So thanks for the link.
Sadly, it brings me to the same page.

And the **bleep**e goes on..... This is my best selling item:
https://www.ebay.com/itm/234622204858
I sell like 2-5 per month at $1.50 - and, hurray, just sold the last 3. So stock is now 0
I want to add 3, just 3, and I get:
Message says "Call us...." - but the link goes to the normal help sites.
And no, I am not at my limit:
Currently, you've listed or sold 14 items of your 19 monthly limit. You can list or sell up to $51.08 more to reach your $123.00 monthly limit.
...but I can't list! Have a very well selling item but can't set quantity even to ONE piece. It's geting from bad to worse. What it **bleep**ty market place it became.

This could be a category limit which is separate from your overall limits @cooltronix. Send a DM to eBay for Business on Facebook and ask them to review your limits. If you're eligible for a limit increase they can help, otherwise you may have to wait another month. We can only request limit increases once per month.

Thanks a lot. I really got somebody on Facebook. But seems people there are, lets say, not hyper smart (or just chat bots). I was suggested to sell more - with a quantity of 0 that isn't that easy.
I don't think morons even look, just canned messages. I will keep trying.

Oh sorry, what you mean "eBay for Business"? I chat with somebody (useless) from facebook.com/ebay - is there a better one?
I also left messages on that site, but seems they delete them quick, even though very politely requested.

For account specific queries, send a DM on this page - don't create a public post/response.
https://www.facebook.com/eBayForBusiness
Private DMs go directly to eBay CS team.

Seems that's gone... So no way to contact ebay. This goes on for 2+ years now.

Funny side note, chatbot (I don't think they have humans there, too canned responses) was very considerate and does not want me to get overwhelmed by orders. Currently I have about 1-2 order per month, packing, labeling etc. takes like 5 Minutes. A 3rd order would be totally not manageable without hiring 10 more staff 😉
So much to AI intelligence...

Perhaps it is not available in Hong Kong, but it appears to work in the US.

When you open the chat box, don't select a topic that will give an auto-response. Scroll down the list of topics and hit see more at the bottom. Then scroll down again until you see chat with a live agent at the bottom of the next list.

Not sure they are real people or bots, but it's always the same: after 30 days you can ask again - and nothing ever changed the last at least 6 month, probably longer.
So for February 2023 my sales (all combined) are $0.00
Listing 234622204858 is at quantity "0" - when I try to revise it to quantity "1" I get "sorry, over selling limit" - for a $1.50 item!
Customer service response: sorry, can't do anything, but in 30 days try again..... This truly sux

After like 2 years or so of frustration, here an update:
Facebook chats where totally useless.
Then I got into a chat with an "Expert Seller", some type of eBay function, but somebody that isn't working for eBay.
The "Expert Seller" then gave me this obviously canned clicknpaste reply (after listening - and actually understanding - my issue) :
Use this page to request a call or a chat:
https://www.eBay.com/help/selling/listings/selling-limits?id=4107&from=ContactUs
At the Bottom
1) Click "Contact Us" In the CHAT WINDOW
2) Click "See More" in the chat window
3) Click "Contact an Agent"
4) Click “Have Us Call You” or "Chat with Us"
I chose "Chat with Us" and got an eBay person from a formerly unknown department. After checking, the reply was "sure, I can fix it, takes about 5 Minutes" - Since I heard that from time to time I requested to wait that 5 Minutes - and that time it really worked!
I mean, my limits are still not high, but they are not near zero. Before I wasn't able to list a $2 item more than 1 or 2 pieces.
