Android app and it's many issues

So i've followed the many steps ebay suggests which includes and not limited to signout, reinstall, clear cache, fix battery optimization options, remove adaptive battery feature. Now i have an ipad and on my ipad i get the notifications 5-10min before my android does and for some reason my android ALWAYS does the money sound regardless if it's a sale, question or offer. 

So any news ebay??? I mean android is java based aka open source....so why is it the app on iphone works perfect??
