Activating 50% off final value fee DID WORK properly

I am referring to this promotion:

I did not do much in the way of selling on ebay. I mostly buy. But the offer caught my attention. I activated it. In fact, I activated it several times.

Then I listed two ads BEFORE the Jan 20th deadline. Both ads are still running as auctions:

2) https://www.ebay.com/itm/184135662436

Why did I fail to qualify for the promotion ???

I did everything I was supposed to do. Something went wrong.

An offer for final value fees is used when the item sells.  If your eligible item sells, THEN the counter for the offer will show that it has been used.
