Modern Carved Cobalt Blue Glass Vase Signed

I have an intersting carved? Glass vase. It could also be an unusual pitcher as it came with 4 matching glasses.

It is covered in prehistoric sea animals

 

It is signed on the bottom  PH 90 for SJG

The SJG stands for Stephen Jay Gould hence the subject matter

 

Any guesses on who PH might be?

I don't know but carved is not a correct term.  it will be either etched or cut.

To me this looks like it was made by removing the glass with free hand "sand blasting" Something like Dorothy Thorpe and Frank Oda (Arts Hawaii) did. I do not recall what Thorp called it but I have have Oda's items with labels that used "sand carving" for the technique.

I think the two colors and etching/carving is modern cameo glass
