where do i find the link to paypal to move my payments on the new website?  TY

If you are on managed payments, they have to go to your checking account first. Then you would have to transfer them to your Pay-Pal account if you want to keep money there to buy things. If your checking account is linked to Pay-Pal now, open Pay-Pal and do a transfer. If Pay-Pal is not linked, you would need to set it up in PP.

You have to wait for eBay to "invite" you to join Managed Payments. I'd advise not to try to rush it. But, you can read up on it by searching for Managed Payments in Help & Contact at the top of most eBay product pages.
