does ebay do complete or partial refunds f or receiving items not as described? in this case an open box pioneer car radio was bought but was previously used. The indications were 3 iphones were connected via bluetooth and screw marks from previous installation. the unit is working and i wouldn't mind keeping it since i spent time installing it and setting up

A partial refund would be up to the seller.
Have you contacted the seller?
You can file an INAD and it'll be up to the seller what they want to do.

Another angle is would you have preferred a factory second or what you received?
If the seller doesn't offer a partial refund then you would have to return it or keep it.
The seller should offer at least what the return shipping would cost them.

One should expect things like that with " open box " items. However, you can file an item not as described case and return it for a full refund. The sell also has the option to offer a part refund.

Seller needed to TEST the item to be sure it worked...but may have NEVER actually 'used' it beyond test.
If it came with everything, it is STILL open box.
Typical Open Box are on tables at Best Buy where Computers/Printers etc. were 'opened' 'plugged in' and 'used' for 'Displays', but are now 'old models'....STILL open box.

It was definitely used more than just tested because the radio came in another model pioneer radio box with only the radio and a new pig tail. Which means the seller must’ve upgraded their radio and and since the radio plugs are interchangeable all he had to do was unplug and send it with this older model
