Shipping in managed payments

I am used to shipping same day or next day to my buyers. How do I know when I should ship? Do you wait until money is processed(completed)? What if it is longer than 3 days allotted for ship outs?

Managed Payments Payouts & Holiday Weekends ...

I think I read where eBay's Managed Payments does not do Payouts on weekends ... would that also apply to national holidays like Labor Day whereby they would take a 3 day financial hiatus instead of the normal 2 day?
