Help with Calculating Fees

I sold an item totaling 50.94. The eBay fees were 9.21, leaving a net amount due to me of 41.73. However, the managed payout transferred to me was 38.36. Can anyone help me understand the difference between the net amount and the payout?

Why is eBay holding up the payment being sent to the bank? I sold an item the buyer received it left feedback but I haven't been paid by eBay!! Never had a problem with Pay Pal always received the money right away.

dozens of payout going on almost a month and NOT a dime deposited into account. but ebay manages to remove money easily for there fees with no issues. really stinks
