i have a payment issue

i could only make payment for those cheap items, payment works with $1.5 or $2 items, but payment not goes through for those $100 or $300? i could see there is a google pay icon from the payment options so i think the buyer is a manage payment seller...

I wanna know why i cannot buy from eBay? There is a problem about paypal i think. I think the paypal block my payment. So, can you explain me something about my payment? So weird. And so stupid.
