Why can't I pay with the card?

Some items are unpaid. But in some cases the payment is made from the account of the inserted card when a message arrives stating that the payment cannot be made by entering the payment card.

International fee

Hello,I have sold the item for 199$ and 15$ for shipping. EBay charged the international fee in amount of 1.6 %. I am registered on UK E bay and the item was shipped from EU. Why is so high percent for international fee for me?
