I received an email from eBay requesting I download a copy of my drivers license, Is this a safe thing to do? Has anyone else received this request.

Yes, a lot of sellers have been asked to upload a copy of their DL.
I expect we'll all be doing it soon.

It's been a long while ago but I had to give them a copy of my driver's license and a utility bill.

You got an email through an email system or a Message from within ebay?
I wouldn't be emailing it anywhere nor upload it to an address sent in an email.
If it is from within ebay Messaging and from Ebay, its probably their legitimate request "Know your customer" requirements. As for it being safe, you'll need to do your own due diligence as to the security of the cloud-based network.

There are a lot of complaints about this and comments are closed on most of them. What bothers me the most is the way they went about it. After over 20 years as a buyer and seller with 100% feedback and NO complaints, I sold an item for $135 and immediately got a notice from eBay that they're "holding my funds" until I provide a photo of my Drivers License. Sorry eBay, but that was a rude and unethical way to announce a policy change. I caved in 2022 and sent you my SSN (because of IRS overreach), now you want more (that is NOT required by the IRS) but demand it in the rudest way possible. So I told the buyer, "I'm sorry but I'm going to cancel the sale," did not ship the item, and he was refunded. Since then, I've gotten numerous emails from eBay asking me to provide my DL, but all I have to say is I'm done as a seller here. I'm still a buyer on eBay.

Millions of us who have been here just as long, or longer, were asked for our DL to confirm our identity.Personally, I had no problem with it.

Cancelling the sale was not fair to the poor buyer who wanted your item. Anyway, you won't find any sympathizers here since all of us have given ebay the social security number and the valid ebay. Ebay needs to keep ebay safe. I will say that I don't like the way that they are doing it. There should be a post and several emails to every ebay member stating that effective (x/xx/xxxx) no one can list anything w/o providing the social security number and valid ID license and ALL names must match including the bank accounts. That would clean up ebay a lot.
Ebay is doing it randomly. You got the notice after this 135.oo sale. There are still many sellers here who haven't gotten the notice yet and believe it or not, there have been some newbie sellers who were able to sell something without signing up for Managed payments.
The IRS requiring the information was not an overreach. You were ALWAYS , ALWAYS supposed to report income earned and possibly pay income taxes on it. I remember my dad telling me that in the 1970s' when I was a kid. If you sell at a loss because it's mostly stuff bought years ago, you state your income and you state your expenses and it should come out at a loss and therefore, you do not pay sales taxes.
Anyway, if you want to close out your account, you are stuck here until 180 days after your last item was delivered.
P.S. That $135.00 sale will still show up as income since the payment was made (and if your sold total is 600.oo for the year). It needs to go down as $135.00 deduction since you refunded. You will not pay taxes on this non-sale. Goodluck unloading your stuff elsewhere. I doubt you will find a better venue then this one. No matter how many people hate this place (not me, I love it), they have more buyers than all of the other sites put together.

I sent in a copy of my first page bank statement for "instant payouts" any day after 9PM if I have available funds. Its worth it if you want available funds in 5 minutes.
Getting the required "real ID or real driver's license ID" is rather worse...need 3 pieces of ID for DMV to make copies of that before you get it. And getting a passport they need a lot as well.
