Unblocking payouts

I didn't use my eBay account for a long time for selling or buying and now I want to start selling. My credit card added to the seller account was expired so added Payoneer. 

However, I am still seeing the message "Your payouts are blocked while we review your account. This is a routine process to keep your account safe and takes up to 2 business days to complete."

This message is in my account for weeks and it doesn't go away. How do I get this cleared?

I am not owing any money to eBay or I haven't bought anything from eBay recently.

New sellers and sellers who sell infrequently will have their payouts on hold for up to 30 days.  
Since you just added Payoneer you will need to wait until eBay approves Payoneer and gives you the ok to sell.

Register in Sri Lanka as a business
Get a Payoneer account.
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
It'll take a few weeks to get everything approved.
