Refund To Buyer Not Processed

Hello, I am trying to refund a buyer in the amount of $13.19.  I have about $15.00 worth of funds on hold right now due to an "item not received" request.  I attempted to process the refund and kept getting error messages stating the the refund did not go through.   I did this three times and made sure the correct payment method was selected.  I checked my bank and there were 3 charges for $13.19.  

It appears that Ebay then reversed the pending charges and the money showed up back in my account.  I signed out and signed back in to all of my accounts after clearing the cache.  I tried to process the refund again.  Once more I got an error message and the funds were deducted from my bank account.  I am wondering why I am getting these error messages, why the funds were deducted from my bank instead of the funds on hold and why it still appears that I did not refund the buyer despite the fact that I did and funds are processing?  Can anyone help?

I added a credit card to my selling account as back up for these particular instances.

I hope I can explain this where you understand. You need a payout method and a payment method. Two different animals.

You  link a checking account for depositing the buyer's payout. eBay takes their final value fee out and you get the rest. This is an account that eBay puts money into. You've done that.

Then  if there are fees that don't come out of the payout you need to attach a debit or credit card for those fees.  One of those fees is the .30 transaction fee that eBay charges you to refund the buyer. 

eBay wants their fee before the refund will process.

You can't issue a refund from funds that are on hold, if you have no available funds they take it from your bank account or backup funding method (usually a credit card)
