It's not safe for us in the US.

Yes, payoneer is safe, i'm using payoneer to receive ebay payouts for more than a year, i don't complain about it.

So don't worry about payoneer.

Payoneer is not an accepted payment method to pay for items you buy on eBay.

However, a Payoneer account is needed in Sri Lanka for managed payment payouts.

You need a Payoneer account to sell.  If you do not sign up with Payoneer, you won't be able to sell here.
