Payment Stuck On Processing

I paid for an item about 1 week ago and the payment is stuck on processing with an hourglass symbol. Paypal shows that the payment was complete, but when I open resolution center on eBay it says I haven't paid.

The seller has so far not responded to my messages. Who should I contact about this, eBay or Paypal?

If Paypal shows the payment transaction as completed, I would recommend contacting eBay.

Weird thing ...

I cannot pull up that listing, searching by item # or by seller ID.

I've never experienced this in all my years on eBay. The seller has not responded to my messages asking if they received payment. They should have gotten paid through Paypal a week ago.  So if the money is in their account and they aren't shipping or refunding me, then they are attempting to commit fraud.

Update: Just wanted anyone reading this to know the seller provided a refund. I was concerned that the seller was attempting to commit fraud when they didn't respond, but it appears to be a glitch in the system.
