That error is telling you that you cannot purchase the item due to your location.

The item doesn't  ship to your address. You can't  pay if there's no shipping charge.

You are registered  in the United States. Are you trying to buy from an International seller that excludes the United States? 

You should check the shipping details of an item you wish to purchase and do not bid or attempt to buy if the United States is excluded.

you would need to reach out to the seller "ask a question" and ask if they would make the item available to purchase where you reside, note that this will in almost all cases require additional shipping cost and international shipping can take a good while to arrive. typical international shipping times are 30-45 days but could take longer
