Has anyone experienced difficulty getting your PAYOUT from EBAY? How long is it taking you to receive the funds once you are notified it's been sent? I was first notified on 3/10 and nothing as of today 3/19. There is no issue on my banks end.

I'd get onto ebay chat and ask to speak to someone in managed payments team. Ask them to check out what has happened. Generally you should get your payout 3-5 days excluding weekends. That amount of time passed on yours indicates something went wrong so do chase them on it.

look on your payment tab in the seller's hub page.
Are you on daily or weekly payouts?
What is status on payment payout page - processing, completed or denied?
Bit more info and someone here can probably help.

I've been in MP since August, 2019. I experience my buyer's payment being my bank deposit in 4 business days.

No idea. I'm getting sucked into the quagmire next week on Wednesday. I've read so much about the delayed payments and other problems printing labels I can't wait to see how it goes for my store. I plan on continuing to buy labels with PayPal funds.

I get my payout available and deposited in my bank account the next business day. (If it's payed out on Friday, it's in my account Monday.... if payed out Monday, it's in my account Tuesday)
What I don't like is that I know that Tuesday, is the last day of the week for an item to sell, for me to get the money in my hands that week.
i.e... if it sells Tuesday, it will be processed Wednesday, and payed out Thursday, and in my account Friday. If i sells Wednesday, it's not payed out til Friday, and I get it in my account Monday...
It's too many days gone by to not have the money available TO ME, not just "available" as far as Managed Payments says...
There is no reason it can't be immediately processed and payed out next day. Because really, on the buyer's end, they just see their payment went through. People who only buy, and don't sell and have the experience as a seller with MP, don't have the understanding of how it actually works on the seller's end...
So they want their item shipped, rightfully so...
But if I have money available that will be payed out the next day... and an item sells... I can't print that label right away, because it will take that money out of the "available" funds that are due for payout, instead of the processing funds where the money for that item is actually sitting...
Any shipping label printed should come out of the payment money for THAT particular item, not out of pending payouts for items previously sold that that the seller has already been waiting forever for....

When I was part owner in a retail store our card processing was two business days from batch closure, pretty standard and was the same with the places online store. The ACH transfer is immediate once sent through the systems however back end aggregate processors such as Card Service International, Wells Fargo, presumably the one eBay uses whatever the name is, Arden(?) is usually two working days. A bank might well reserve funds access a day, sometimes albeit rarely two as well.
You should adjust your handling time accordingly at eBay if you're going to hold product until funds are fully cleared. When I was part owner in that store our merchant account required we ship within two working days no variance unless communicated w/ the customer and they agree to a delay in case of a stock out situation for example. If the buyer did not agree or respond w/in one working day we were to refund the purchase immediately as an individual batch, close it and communicate to the customer the refund and reason why.
The Orange Box point of sale who continues to try woo me to their place is its own payment service processor (PSP) and uses Chase Paytech to clear actual transactions apparently. I'm perfectly happy selling here at eBay .vs. over there as here I have a level of communication with potential customers and more interactive ability with them.
I completely agree that shipping ought come off the actual individual transaction vs available funds as its an accounting issue.
