If you want to continue selling on EBAY you must use MANAGED PAYMENTS. EBAY switched to MANAGED PAYMENTS (cannot use PayPal anymore).
With MANAGED PAYMENTS usually takes 3-5 days (after shipment) for money is deposited into your BANK ACCOUNT. EBAY deducts shipping & EBAY fees (whatever is leftover is deposited into your bank account).

There is no way to opt out. Your best bet is to try to figure out the issue with your Managed Payments.
However, "I still haven't been paid" doe snot give us much information to work with.
The mroe information you give us, the more liekly it will be that we can help you.

There is no opting out. There is no "option". Starting a new selling ID will buy you a little time, but eventually all sellers will be enrolled in the MP program or they won't be selling here.
