I get ripped off with a watch didn't receive the money eBay is refusing to refund

Are you saying you shipped the watch before the buyer paid?

 

Or, Ebay hasn't paid you yet.

They can hold the funds for 30 days.

I got a message saying it has been sold when he it's paid and then I get a Paypal message saying I've got the money on hold to send on the verification code so I did that next thing is I've sent the Watch

Looks like you got scammed by a bogus email.  Paypal is not involved with Ebay sales anymore.  There are no verifications codes.  It was all a scam by a savvy person run on an inexperienced buyer like yourself.  Ebay had nothing to do with your the imagined sale of your watch.  You are out the watch.

Did the buyer contact you after the sale and ask for your Paypal address to pay you? If they did then you've been scammed.  Because you're located in the UK, most here cannot access your account to see what you've sold.  More info would be helpful.

Getting a message from Pay Pal should have gave you a hint that something wasn't right.

Payments go through Ebay, not Pay Pal.

 

If you shipped before you got paid, you got scammed and no, Ebay won't pay you back.

A buyer can use PayPal  as one of the methods to pay for their item but the seller never  knows what method the buyer uses when they pay. When your item sells it says "awaiting payment" on eBay. When the buyer pays it changes to "awaiting shipment."

I'm sorry this happened to you.   I advise all new sellers to list a few low dollar items to see how everything works---especially the payment flow.   Never start selling by putting a target on your back with higher dollar items.
