It’s now been almost a month and it’s still not letting me get my money out my account. There is saying a fee is to be owed $4 and some change  how is there a fee Need of owing when the buyer has paid her shipping fee? I want my money out of my account.

I only see one sale in February and it was through PayPal. I suppose the fee you owe is a commission.

If the payment is not in your Pay Pal account, you were not paid.

Like mentioned, it looks like you have one sale.

I'm assuming this was when PayPal was in the middle when that sale was made.

 

If I was to throw a wild guess out there, it would be that your PayPal money was on hold for a bit since you were a new seller on eBay.  Maybe up to at least 3 weeks?  Within that time, your eBay fees came around and were due.  Weren't they owed in the middle of every month?  

While PayPal was holding your money like a gangster, making sure the buyer didn't want to return your item after breaking something 3 weeks later, your eBay fees weren't paid so eBay then put a hold on your PayPal account.  Yeah, that's a thing.  Not sure if it's what happened to you but, man.. the timing and one item sold just made it seem like a possibility.

Your item sold for $35.00.

 

ebay charges 10% FVF on item price + shipping paid by the buyer, so that could be why you owe $4.00 to ebay.  Did you specify an automatic method of paying your seller fees?  If not, you can make a 1-time payment.
