Message not delivered

I sold an item yesterday and the buyer has not paid yet. I tried to send the buyer a reminder but when I do so the message said not delivered. I am not sure if I got scammed base on the buyer account that say started in 2022 with 0 or eBay messages is not working?

Ebay sends the buyer a payment reminder, so you don't have to.

The buyer has 4 days to pay.

If you do not payment in 96 hours (exactly 4 days after the ad ended) cancel with the reason BUYER HAS NOT PAID.  They will get an unpaid strike. You can relist.  Be sure that you block that buyer. If the email is bouncing back , that means that they do not have a valid email address on file.
