Is paypal accessible to everyone, or is it just sellers, is payoneer the new payment method?

PayPal is not available for sellers to receive money. You have to use Payoneer for that.

Payoneer is not a payment method, it is your payment processor. Paypal is still accessible to buyers.

Payoneer is not an accepted method of payment for buyers.

However eBay requires Sri Lankan sellers to have a Payoneer account to process payouts after eBay takes their fee.
