As far as the first cancellation, its an automatic refund when the seller cancels. It will go back to the payment source, if it was a cc, can take up to one billing cycle.As for the second cancellation, the seller cannot 'fine' you.

And you should change your registered address to Korea, where you now reside, not the U.S.

Sellers do not have to cancel. You could receive unpaid items strikes if you failed to honor your commitment.
You could receive the item if you paid and then sell it yourself.
