Hi, I have only made a few purchases on ebay and now have a problem I hope someone can help me with.... I used the offer button to offer $58 (for a $60 item) inclusive of shipping cost (which I noted in the offer). The offer was accepted but the seller did not deduct shipping, and now I am being asked to pay an additional $30 for shipping. The seller agreed to cancel via email but said she could not cancel on her end, and that I needed to get in touch with ebay so the company can send her a link to cancel. I have had no luck finding a customer service phone number to rectify the problem. The seller said she wanted to help me (but can't) so I will not get dinged for no payment. Any suggestions?

All offers are exclusive of any posted shipping, they tell you this when you make the offer. Some sellers have it set to accept any offers over a certain amount, they never see your note. Send your seller this link.

To talk to customer service:
•At bottom of page, click Contact Us under heading Help & Contact
•Scroll to bottom of next page and click big box that says Contact Us
•Pick a topic on next page
•Pick a sub-topic on the nest page
•Look at left column of next page. Depending on the options you picked you can talk to an automated help system or leave a phone number for eBay to call you. Some options as you click through (sub) topics do not present the leave a number option. Try going back and trying different options. Hope this helps.

The seller can find the order under the Orders tab/Awaiting shipment. To the left of the order, they'll tick a box and use the drop-down menu to 'Cancel order'. Be humble... this action will cost the seller $.30, but will save you an Unpaid Item Strike.
Note that eBay may send you a message that states this and you may have to approve it. Do so, if so. Good luck.

There is no reason to call eBay and tie up a line that might be needed by a user with an issue that CS can actually help with.
If you do reach CS, they are going to lie to you and tell you whatever it is they think you want to hear. Another reason not to never call CS.
If there is a real issue, try contacting eBay through Facebook or Twitter.
Again, this is not a reason to contact eBay. The error was yours. Shipping is never negotiable in a best offer.

How can seller cancel a transaction after accepting offer?
Simple they click on the cancel button and chose a reason and the sale is cancelled.
