In the How to have your account reinstated tab it was written that you need To make a one-time payment:

Go to Payments in My eBay or Seller Hub.
Select One-time payment to make a payment. Alternatively, you can add a new payment method. , but when I click on the One-time payment tab I get the error We ran into a problem. Please try again later.
Help me please!

Since you are NARU, my guess is permanently means it's permanent.

Since you're NARU, don't think there's much you can do with your account.

If the buyer paid and you have the buyers address, ship it.

No.

Don't know how they do it for your country, but here in the US, they'll turn the money over to our states unclaimed property.

Like I say, don't know hows it's done in other countries or how long it'll take to receive the money.
