Can Some one explain the fee process to me . I  sold an Item for the total of $67.80 the total of 23.18 was taken out  Ebay sent a total of $44.62 to my account,  seems a little steep to me. I didn't purchase any postage labels or anything extra just having a hard understanding this.

The final value fee is calculated on the buyer's full payment amount:   

price + shipping + tax

Check the Order Details page to see if the buyer paid any tax: 

( US state sales tax, VAT, GST, etc )

• There is a fixed fee of 30¢ per order (per buyer payment)
• The basic rate is 12.55%.  For some categories the % rate is different.
• There will be an additional 1.65% international fee charged if the buyer ( or ship to address ) is non-US.
• Sellers with sub-standard performance ratings will be charged an additional 5%

If you go to:

Payments / All Transactions 

and look at the individual Transaction Details for the Payout & Individual orders,

you should be able to see where those numbers are coming from.

Individual payouts aren't necessarily just for specific orders.

I don't see a sale for that amount. What is the item number?

Did you use Promoted Listing on this or any of your sales?

All you need to do is go to your Seller Hub, under the Payment Tab and look at the transaction report.  You will be able to see how it breaks down.
