Express payout; debit card verification problem

I tried 2 times to get this to work. After getting a red flag saying call e-bay at this number and getting hung up on 3 times I used my computer to contact an agent.  He said all I had to do was use my bank card for any outstanding fees I owe e-bay by sliding the bar over and that was all I needed to do:

This is what he asked me to check off, has nothing to do with getting money faster.

He was wrong. I tried again for the 3rd time to log into my bank account, and it still won't work.  Now e-bay has my bank log in information which I do not like one bit.
